  4.     Tired of the rat race? Now comes a chance to revitalize
  5. yourself and a rural community at the same time. Residents of
  6. Minnesota's Koochiching County, whose biggest town is
  7. International Falls (pop. 10,000), are trying to boost their
  8. sagging population by giving away up to 40 acres to each brave
  9. soul who takes up residence there. To qualify, applicants must
  10. be financially self-sufficient and bring a business or a useful
  11. skill with them. The county has received 27 applications, four
  12. of which have been accepted.

  14.     But tenderfoots should beware. Koochiching features howling
  15. wolves, garbage-scavenging bears, voracious mosquitoes and
  16. subzero winter temperatures. "We're not giving away much," says
  17. program backer Lee Hervey. "You're earning it."
